How to read this table
"Within" means the bag's three measurements are no larger than the airline's published personal-item limit in any orientation. It does not guarantee space under every seat: aircraft differ, and gate staff make the final call.
Some airlines, including Southwest, Alaska, Hawaiian and Delta, describe the personal item as a bag that fits under the seat rather than publishing fixed dimensions. Spirit Airlines stopped flying on 2 May 2026, so it is not listed.
Airlines change their rules without notice. Use this as a starting point and confirm with your airline before you fly.
