The question we are asked most
Penang’s floor is RM1 million for strata on the island, RM3 million for landed on the island, and RM500,000 on the mainland. Above that there is consent, a 3% state levy and, since January 2026, a flat 8% stamp duty for non-citizens. Most buyers find this out far too late.
Penang sets its own minimum prices, and they differ between the island and the mainland. Put your case in and see where you stand before you view anything.
How a purchase runs
Four fixed stages, and one of them is the reason Penang deals take longer than people expect.
Two per cent on the booking form takes the property off the market and fixes the price and the terms.
The agreement is executed and the deposit is topped to ten per cent. Every later deadline counts from this date.
Leasehold titles, restrictions in interest and foreign buyers all need State consent, which runs two to four months and pauses everything behind it.
Three months to complete, with a one-month extension available at 8% per annum on the outstanding balance.

Malaysian completion runs on fixed periods, and a consent case takes about twice as long as a clean freehold one. Put in the day your offer is accepted and see the real dates.
A desk most agencies don’t have
Inside the George Town UNESCO zone, what you may do to a building is decided before you buy it. A Category I or II listing controls the facade, the roof form, the party walls and often the air-well, and a conservation submission adds months to any works programme.
Faridah Ismail runs this desk. She will tell you what the last approved submission on a building actually permitted, which is a very different thing from what an agent tells you is “possible”. If a party wall is shared with a neighbour who has already extended, you will hear about it before you offer, not after the survey.

The deposit is the part everyone plans for. It is the RM40,000 behind it that catches people out.
Questions
Two per cent of the sale price plus eight per cent SST on that fee, invoiced only when the sale completes. Nothing is payable upfront and nothing is payable if the property does not sell. The Seventh Schedule of the Valuers, Appraisers, Estate Agents and Property Managers Act 1981 caps agency fees on subsale at three per cent, so we sit below the ceiling.
Yes, above the state’s minimum price and with State Authority consent. In Penang the floor is RM1,000,000 for strata on the island, RM3,000,000 for landed on the island, and RM500,000 on the mainland in Seberang Perai. Consent is applied for through the land office and takes roughly two to four months, and Penang applies a three per cent state levy on foreign acquisitions. A straightforward freehold purchase with a loan runs about three to four months: earnest deposit on booking, the sale and purchase agreement executed within fourteen days, loan documentation, then a three-month completion period with a one-month extension available at eight per cent per annum interest on the outstanding balance. Anything needing state consent — leasehold, a restriction in interest, or a foreign buyer — runs six months. The Offer-to-Keys planner on this site gives you dated milestones.
If you are a Malaysian citizen buying your first residential property at RM500,000 or below, and the sale and purchase agreement is executed between 1 January 2026 and 31 December 2027, you get a full exemption on both the transfer stamp duty and the loan agreement stamp duty. Above that price the normal tiers apply: one per cent on the first RM100,000, two per cent to RM500,000, three per cent to RM1 million and four per cent above.
From 1 January 2026 non-citizens who are not permanent residents pay a flat eight per cent on the transfer instrument, replacing the tiered scale. Permanent residents are still assessed on the ordinary tiers. On a RM1,000,000 purchase that is RM80,000 rather than RM24,000, so it belongs in your budget from the first viewing, not at completion.
On island strata expect roughly RM0.28 to RM0.40 per square foot per month for the maintenance charge, plus a sinking fund contribution of about ten per cent of that. A 1,200 square foot unit at RM0.33 therefore costs around RM396 a month plus RM40 sinking fund. Ask for the audited accounts and the sinking fund balance before you commit — a low charge with an empty sinking fund is a bill waiting to arrive.
