Only for the places you genuinely serve and want to be found in. A page per area works when each one carries real content about the work done there. A list of town names on one page does not, and it tends to read as padding to a visitor as well.

By the question a customer is asking. Where two services answer the same question, one strong page beats two thin ones. Where they answer different questions, each needs its own page. We go through the list together before the sitemap is agreed.

They are reviewed page by page. Pages that earn traffic or answer something useful are kept and rewritten, the rest are merged or retired, and the addresses are redirected so old links still land somewhere sensible. SEO migration is planned carefully before anything moves.
